Yi Hongtao Florida State University Professor

易洪涛 美国佛罗里达州立大学 教授

Dear Professor Yi Hongtao, as the Executive Editor of Public Administration Review (PAR), a top-tier international journal. You are the current and former Co-Chair of the Natural Resources, Environment, and Energy Policy Section of the Annual Conference of the Association for Public Policy Analysis and Management (APPAM), the Founding President of the Chinese Association for Public Policy Studies (CAPPS), and the Chair of the Public Policy Section of the American Political Science Association (APSA). Your research focuses on policy process theory, network governance, and energy-environmental policy. You have received the ASPA Presidential Distinguished Service Award, the APSA Lowell Public Policy Best Paper Award, the ASPA Overman Best Paper Award, and the Best Paper Award from the International Section of the American Society for Public Administration. You have published over 80 academic articles in journals such as PAR, JPART, Governance, Public Administration, PMR, and PSJ, and also serve on the editorial boards of more than ten international and domestic journals.

易洪涛教授现任国际顶刊Public Administration Review执行主编。他现任和曾任公共政策分析与管理学会年会自然资源、环境与能源政策分会共同主席、留美公共政策学会创会主席、美国政治学会(APSA)公共政策分会主席。易洪涛教授主要从事政策过程理论、网络治理与能源环境政策的研究，曾获ASPA会长杰出贡献奖，美国政治学会的洛维公共政策最佳论文奖，美国公共行政学会的奥弗曼最佳论文奖和美国公共行政学会国际分会的最佳论文奖。他在PAR, JPART, Governance, Public Administration, PMR和PSJ等杂志上发表学术论文80余篇，同时担任十多本国际和国内期刊的编委。

Liu Kongzhong Singapore Management University Professor

刘孔中 新加坡管理大学 教授

Professor Liu Kongzhong joined the Yong Pung How School of Law at Singapore Management University in 2017. He founded the Applied Research Centre for Intellectual Assets and the Law in Asia (ARCIALA, 2015–2021) and has received the Lee Kong Chian Professorship in Law multiple times (2015, 2017–2021). Since 2022, he has been a tenured professor. His research areas include intellectual property law, Asian intellectual property law, competition law, and communications and media law. He has published over 30 books in Chinese and English, as well as more than 100 articles in leading Chinese and English peer‑reviewed journals, such as National Taiwan University Law Journal, Intellectual Property, Fair Trade Quarterly, Yue Dan Law Journal, International Review of Industrial Property and Copyright Law, The Trademark Reporter, and GRUR International (Journal of European and International IP Law).

Jed Meers University of York Assistant Professor

杰德·米尔斯 约克大学 助理教授

Dr. Jed Meers is a Senior Lecturer and Deputy Director of Research at the University of York. Together with Professor Joe Tomlinson (York Law School) and Professor Simon Halliday (Strathclyde Law School), he co-founded the Administrative Fairness Lab and serves as its Co-Director. Dr. Meers’ research interests primarily focus on social welfare law and policy, administrative law, equality and anti-discrimination law, and local government. He is currently engaged in research on council tax subsidies and collection policies in local government, as well as needs assessment processes under care law. He has published over 100 research papers in journals such as 《The Modern Law Review》, 《Deviant Behavior》, and 《Legal Studies》.

Dr. Xiaohu Wang is a Professor and Associate Dean at the City University of Hong Kong, directing the Greater Bay Area (GBA) Cluster. A global authority in public administration, he specializes in fiscal management, sustainability, and collaborative governance. His pioneering research, bridging international and Chinese governance models, includes over 100 publications and the standard textbook “Financial Management in the Public Sector”. Ranked among the most-cited scientists, his work is cited by the UN, World Bank, and national governments. In 2026, Dr. Wang received the prestigious Fred Riggs Award from the American Society for Public Administration (ASPA) for lifetime achievement in international and comparative public administration. Formerly a professor at the University of Central Florida and an ASPA leader, he remains a strategic consultant for governments and nonprofits across the U.S. and China.

Zhan Shaohua Nanyang Technological University Professor

占少华 南洋理工大学 教授

Professor Shaohua Zhan received his Ph.D. in Sociology from Johns Hopkins University in the United States. He is currently the Head of the Department of Sociology, School of Social Sciences, at Nanyang Technological University, where he also holds the position of tenured Associate Professor and doctoral supervisor. His research areas include land politics, food security, agrarian change, international migration, and social policy. Geographically, his work focuses on China, Singapore, and other East Asian countries. His representative monographs include China and Global Food Security (Cambridge University Press, 2022) and The Land Question in China: Agrarian Capitalism, Industrious Revolution, and East Asian Development (Routledge, 2019). His work has also been published in internationally renowned journals such as The Journal of Peasant Studies, World Development, The China Quarterly, The China Journal, and Ethnic and Racial Studies.

Wang Hang Nanyang Technological University Vice Dean，Graduate School of Public Administration

王航 南洋理工大学 公共管理研究生院副院长

Dr. Wang Hang is currently the Associate Dean of the Nanyang Centre for Public Administration (NCPA). Since joining Nanyang Technological University (NTU) in 2005, he has been responsible for the short-term training of Chinese government officials, senior executives of state-owned enterprises, university leaders, and key faculty members, as well as the Master of Public Administration (MPA) and Master of Managerial Economics (MME) programmes. The team he leads has trained nearly 20,000 mid‑to‑senior‑level Chinese officials, university leaders, key faculty members, and corporate executives, with trainees spanning across China. He has also been involved in the establishment of international research institutes on artificial intelligence and green technology jointly set up by NTU with Shandong University and the Jinan municipal government, as well as the Centre of Excellence for Software Transfer (CEST) jointly established in Guangzhou Knowledge City. In 2016, he received the Singapore National Day Award (Public Service Medal). His main research areas include artificial intelligence and society, talent development systems, knowledge graphs, and the application of large language models (LLMs) in education.

王航博士现任南洋公共管理研究生院副院长。自2005年加入南洋理工大学后，负责中国政府官员、国企高管和高校领导及骨干教师的短期培训和公共管理硕士、管理经济学硕士课程工作，带领的团队为中国培训近2万名中高级领导干部、高校领导、骨干教师和企业高管，学员遍及整个中国。也分别参与南洋理工大学和山东大学、济南市共建的人工智能和绿色科技国际研究机构以及在广州知识城联合成立的软件转移卓越中心(CEST)的共建。2016年获得新加坡公共服务国庆奖章。主要研究领域包括人工智能与社会、人才培养体系、知识图谱和大规模语言模型(LLMS)在教育中的应用等。

Slobodan Tomić University of York Associate Professor

Dr. Slobodan Tomić is an Associate Professor in Public Management and Policy at the University of York, School for Business and Society. He is the Programme Leader for the School’s Master’s programme in Social and Public Policy, as well as the Master's in Global Public Policy and International Business. A political scientist by training, Dr. Tomic specialises in public policy and public administration, with particular research interests in regulatory governance and public integrity. Recently, he has been working on a multi-study project examining the governance of AI and the use of AI in public administration.Methodologically, Dr. Tomić is a pluralist, using both quantitative and qualitative research methods.Dr. Tomić’s research has appeared, or is forthcoming, in leading international journals such as Public Administration, Journal of European Public Policy, Review of Policy Research, Public Integrity, New Political Economy, and others.
